INTELLIGENCE ASSESSMENT — ISRAELI-PALESTINIAN CONFLICT
The Israeli-Palestinian conflict is among the longest-running and most intractable disputes in modern history, rooted in competing national claims to the same land between the Mediterranean Sea and the Jordan River. It has produced seven major wars, two prolonged uprisings (intifadas), decades of military occupation, and a humanitarian crisis in Gaza that the United Nations has described as catastrophic.
The conflict's modern origins date to the late Ottoman period and the British Mandate for Palestine (1920–1948). The Balfour Declaration (1917) endorsed a "national home for the Jewish people" in Palestine, while Arab inhabitants sought self-determination. The UN Partition Plan (Resolution 181, November 29, 1947) proposed dividing Palestine into Jewish and Arab states. Jewish leaders accepted; Arab leaders rejected it. The 1948 Arab-Israeli War followed Israel's declaration of independence on May 14, 1948, resulting in Israeli victory, the displacement of approximately 700,000 Palestinians (the Nakba), and the failure to establish a Palestinian state.
Israel captured the West Bank, Gaza Strip, Sinai Peninsula, and Golan Heights in the 1967 Six-Day War, beginning a military occupation that continues in the West Bank. The First Intifada (1987–93) and the Oslo Accords (1993–95) raised hopes for a two-state solution, creating the Palestinian Authority. The Second Intifada (2000–05) killed approximately 3,000 Palestinians and 1,000 Israelis and collapsed the peace process.
Hamas won Palestinian legislative elections in 2006 and took control of Gaza in 2007. Israel and Egypt imposed a blockade that the UN has called a form of collective punishment. Israel launched major military operations in Gaza in 2008–09 (Cast Lead), 2012 (Pillar of Defense), 2014 (Protective Edge), and 2021 (Guardian of the Walls).
On October 7, 2023, Hamas launched a large-scale attack on southern Israel, killing approximately 1,200 people (including 695 Israeli civilians) and taking around 250 hostages. It was the deadliest day for Jews since the Holocaust. Israel declared war and launched a military campaign in Gaza. By early 2026, the UN Office for the Coordination of Humanitarian Affairs (OCHA) reports over 46,000 Palestinians killed in Gaza, the majority women and children. The entire population of 2.3 million has been displaced at least once. Over 60% of buildings and infrastructure have been damaged or destroyed.
The International Court of Justice (ICJ) issued an advisory opinion in July 2024 declaring Israel's occupation of Palestinian territories unlawful. The International Criminal Court (ICC) issued arrest warrants for both Israeli and Hamas leaders. Multiple countries have recognized the State of Palestine. A January 2025 ceasefire deal brought temporary pauses in fighting, but the underlying conflict remains unresolved.

The Jan 2025 ceasefire agreement is fully implemented. Hostages returned. Reconstruction begins under international supervision. Hamas retains influence but does not govern.
Israel maintains military control of Gaza indefinitely. No political solution. Low-intensity guerrilla warfare continues for years. Humanitarian catastrophe deepens.
The conflict expands to a full regional war involving Hezbollah, Iran, and potentially drawing in the United States. Multiple fronts open simultaneously.
International pressure and exhaustion on both sides create conditions for a revived peace process. Palestinian state declared with international recognition.
The conflict ignites the West Bank. Third Intifada. PA collapses. Settler violence escalates. Jordan destabilized by refugee flows.
The two-state solution is formally abandoned. The de facto one-state reality between the river and the sea is acknowledged. The question becomes: what kind of state?
All humanitarian aid routes into Gaza are severed simultaneously. Israel closes Rafah and Kerem Abu Salem crossings, UNRWA is defunded and banned. The UN officially declares famine across the entire Gaza Strip. ICC arrest warrants trigger a diplomatic crisis as EU member states face legal obligations to enforce them, rupturing the US-EU alliance and accelerating a Global South realignment.
